Harris was a founding director of the not-for-profit National Urban Reconstruction and Housing Agency ( NURCHA ) in Johannesburg, South Africa, which accelerated the production of low-income housing through the use of financial guarantees and targeted equity investments. NURCHA has helped provide hundreds of thousands of homes for South Africans.

Harris has served as a Board member of the Real Estate Board of New York; the New York University School of Law Alumni Association; and previously served on the Board of Advisors for the Furman Center for Real Estate and Urban Policy at NYU; the NY Advisory Board of the Trust for Public Land; and as a trustee of Brooklyn Hospital. He is an adjunct professor at Columbia University’s Center for Urban Real Estate.

Ohio Revised Code Section 307.86 requires that any purchases in excess of $25,000 be subjected to a public bidding process. Van Treuren pointed to records that show the Lorain County Commissioners have routinely approved more than $25,000 in expenditures for Technivision video filming and editing.

“I’m not suggesting that the Lorain County Commissioners are purposely violating the Ohio Revised Code,” Van Treuren said, “but six years in a row of exceeding the spending limits creates the impression that they are sidestepping the law. This might simply be a case of carelessness, but it’s hard to believe that no one has noticed it yet.”

According to public county records, the amounts approved for Technivision by the commissioners were $28,785 in the year 2007; $28,000 in the year 2008; $28,000 in the year 2009; and $28,000 in the year 2010. In 2011, the total amount of taxpayer funds spent on Technivision was $25,800, which is also in excess of the limit.

Ohio Revised Code section 307.86, which governs competitive bidding requirements for boards of county commissioners, states the following:

“Anything to be purchased, leased, leased with an option or agreement to purchase, or constructed, including, but not limited to, any product, structure, construction, reconstruction, improvement, maintenance, repair, or service, except the services of an accountant, architect, attorney at law, physician, professional engineer, construction project manager, consultant, surveyor, or appraiser, by or on behalf of the county or contracting authority, as defined in section 307.92 of the Revised Code, at a cost in excess of twenty-five thousand dollars . . . shall be obtained through competitive bidding.”

Van Treuren said that the law is clear, and that this oversight adds to a narrative that taxpayer money isn’t being spent responsibly by the Lorain County Commissioners.

“These expenditures simply do not qualify as emergencies, and a real pattern of careless spending and disrespect for taxpayer dollars is starting to emerge here,” Van Treuren said. “The public bidding requirement is in place for an important reason: because it often results in saving taxpayer money. I’m calling on the commissioners to start taking this requirement seriously.”

Sassy Scrubs Remembers

When medics on the front lines serve in areas such as the Middle East, they have limited access to supplies; particularly, new medical uniforms. Because of this supply deficiency, as well as a lack of laundry facilities to care for the uniforms they do have, the need for scrubs for themselves – and often for their patients – is real and immediate. Sassy Scrubs President, Karen Bradley states, “We were honored to be asked to assist in this project, and we are committed to contributing whatever we can to assist our medical units treating America’s own.” Scrubs items are also requested by US troop hospitals in Germany and the Middle East for use by staff and patients, who use the scrub pants as comfortable sleepwear.

To lift spirits at the holidays, Sassy Scrubs has also worked to send Christmas Stockings, which have been requested, to the service members who’ll be visiting the overseas hospitals at holiday time.

“Interactive-trade” believes that China will raise interest rates before the end of the year and have advised clients to position themselves accordingly.

Recent data showed that at 4.4% Q/Q, inflation in the world’s second largest economy was 10% above estimates of 4.0%. The People’s Bank of China, the nation’s central bank, has raised the capital reserve requirements for the mostly state-owned commercial banks on two occasions and “Interactive-trade” suggest that a rate hike cannot be far way.

“China’s monetary policy decisions may not be popular in the West for a number of reasons but, given the country represents a major component in the engine of future global economic growth, it would be prudent to ensure it doesn’t overheat now by running it a little leaner”, said an “Interactive-trade” strategist.

The firm said that investors can expect to see some retrenchment in the prices of several commodities like cotton, copper and iron. They believe that ongoing worries about the euro and the US dollar should underpin the price of precious metals but could not rule out a period of consolidation below current levels.

“Interactive-trade” analysts apparently believe that the move will impact upon mining and energy stocks as demand levels off and suggested that clients take some risk off the table and book profits on several recent recommendations within those sectors.

“We admit it; we’re baffled but we’re nowhere near changing our views”. Those were the words of an analyst at “Deltacontinental” after the FTSE 100 surged through its 200 and 400-day exponential moving averages and a slow stochastic reading above 80 suggested the market is not overbought. The analyst’s bemusement could be justified because let’s face it, there’s not much in the way of good news from the UK economy or, for that matter, most of those in other developed nations. Statistics seem to point to a definite slowing of the pace of economic recovery in the developed world but global exchanges continue to grind higher albeit on anemic volume.

The UK’s hard times are about to get far harder. Already the country’s TUC (Trades Union Congress) has served notice to the coalition government that they are going to coordinate public sector strikes as part of an overall effort to resist austerity and a raft of public service cuts aimed at cutting the budget deficit. Regardless of who is right or wrong, if the supposition that the stock market reflects investors’ expectations some one or two years hence, surely they cannot believe that the government will have stayed on track with its spending cuts all the way through to 2012? Surely the big UK banks won’t have decided to bring lending back to anywhere near pre-crisis levels. Surely interest rates will have been forced up by next year.

One “Deltacontinental” analyst suggested that the surge in the FTSE was not really reflective of the outlook for the UK given its composition. “Many of the index’s components are mining giants, pharmaceuticals, big oil and others that earn money from operations abroad and as inflation and growth in, say China, is continuing at a fair clip, investors like Rio Tinto and Royal Dutch Shell as plays on the commodities bull market”, he said.

“Deltacontinental” say they remain bearish on the UK economy because of deep structural imbalances such as the chronic over-indebtedness of both the government and the people. The stock market, they suggest, is being set up for what they call an “almighty fall” and the firm’s analysts are apparently busy preparing entry points for what they refer to as the “mother of all short positions”. “Frankly, the FTSE has no business being at 5550. Investors appear to be giving it enough rope to hang itself and we’re going to be there to help kick out the chair”, said the analyst.
